ERC 780: Ethereum Claims Registry #11

Found here: ethereum/EIPs#780

We instantiate 780 with as ownable where functions are admin only.

We are using this contract to:

Set the claim that an address is an EEA member
Validate a claim that an address is an EEA member
Remove the claim that an address is an EEA member

When any EEA token is minted or transferred, the address must be used to verify the claim that the address is an EEA member.
