Wallet api.toml documentation should be easy to export

We want the self-hosted Wallet documentation to also be mirrored online.

Currently we could start the wallet binary and curl the documentation path to mirror it, but that seems hacky.

Preferably we would run a script at build time or a generated executable to output the HTML/CSS/JS to a given directory for hosting externally.

Then build tooling using Github Actions to make that deploy somewhere externally accessable.

Discussion with Jeb this morning leaned on making an executable that pulls in the existing code that generates the page and just outputting to a file.

Current plan is for @jbearer to implement the rust code and for me ( @Ancient123 ) to handle all the integration and usage of that binary.
