As per
https://devtopia.esri.com/Melbourne/appstudio-framework/issues/441#issuecomment-1171902
the preferred method for OAuth sign in handling should be used in Tile Package Kreator.

Saying that, i did just test 3.1.28 on Windows, by clicking Enterprise on the sign in dialog, choosing OKTA and signing in with my network credentials. This did work successfully.
