See https://github.com/punktDe/vagrant-opnsense for an implementation of this process. Important step is to use FreeBSD as base and the bootstrap OPNsense on top of it using https://github.com/punktDe/vagrant-opnsense/blob/main/Vagrantfile#L44

This should make as a little more robust against changes to the installer and the adoption of our packer boot menu entries /timings
