Описание задачи

Можно добавить опкоды PushInt, PushTrue/False, PushUndef, PushNull, это упростит секцию констант модуля

Но тогда байткод будет не совместим с 1с? Или он и сейчас не совместим?

Он и сейчас не совместим. Но в 1С такие опкоды есть.
