Errored config, won't apply changes.

Every time I restart the game the config errors and resets to default settings. The settings work if I set them in the in game GUI but they revert when I restart my game. I am trying to make stone only harvestable by Cobalt level tools and up, however it also doesn't work when trying harvest level 3 (diamond). I have also tried just making stone unbreakable, and I am still getting the error.
Edit: I think I figured it out. I copied my instance and started removing mods one by one and relaunching to see if it would fix it. It would seem that it is astral sorcery causing this issue.

I dunno if you fixed that by now but the error issue is still happening even without astral sorcery for me. I do have another mod called tool progression that also changes harvest stuff installed but I intend to use both because it can't make unbreakable blocks breakable. I'd probably check if it's doing this on its own or if another mod that affects harvesting levels is causing it.
