Context

For a better UX, it would be good to remove the scroll to the content element after the element is focused. It causes unexpected behavior for content authors in various cases.
Scrolling to the content element is desirable in navigation cases when the content element is explicitly set in the URL as a parameter, for example, navigation from the related comment and similar cases.
