Move to setuptools

Currently, we can't upload sdists due to pypi/warehouse#10030, so it'd make sense to change the build backend to hatchling.

Uh, I tried to upload an artifact generated by hatchling and it still doesn't work.

🤦 thanks dyslexia. I misunderstood the issue. We should move to setuptools instead.
