CBOR.Spec.Constants -> CBOR.Spec.Const

Pulse's DPE test is used in EverCDDL's DPE test, but I have not
migrated CBOR in Pulse's DPE test to new EverCBOR/EverCDDL yet.
This commit avoids name clashes in the respective CBOR modules.
