Summary

Add CI to be able to check the changes of swagger and statik

Problem Definition

Sometimes we forgot updating swagger and static after change proto files.
So I think it's good to add automatic checking.

Proposal

For Admin Use

  • Not duplicate issue
  • Appropriate labels applied
  • Appropriate contributors tagged
  • Contributor assigned/self-assigned
