scoresheet versioning

Revisions to the scoresheet are inevitable during the course of the competition. The scoresheet should somehow display the current version/langage and maybe indicate of newer versions are available

• To what level/date/version? FIRST revisions have been included
  • This might need to be language dependend?
• A way to check the current version against an online source
• A way to easily get the latest version from an online source
• A config setting if the version is displayed on the referee interface

For this to work, we might need to have seperate version indicators for the scoring sctructure and the language part. Since changes in the structure might not need language (and thus translation) changes.

I think we need to investigate this problem and come up with a to-be architecture.
