Message rate limit error message is not shown

When reaching message rate limit, I can see the 429 Too Many Requests error in the console, but in the chat window no error is shown, the bot just stops to answer, which is confusing for the user.

When receiving 429 response from api/v1/prediction, instead of returning the "Rate limit message" into chat it goes into infinite loop POST'ing the same message request

changes that are needed. probably a better way for doing this is possible.
