[Stage] Status of Customer's Store credit cannot be changed to "On Hold" or to "Canceled"

Steps

1. Create customer
2. Issue Store Credit
3. Find issued Store credit in the table with Store credits
4. Scroll right to the column Status
5. Try to change state of Store Credit to "Canceled" or to "On Hold"

Result
Its not possible, state will not be changed, no errors in browser console

Expected
should be possible to change state of store credit
