Env: appliance-10-240-0-13

Actual result: An image with size 9.3Mb has failed to upload with status 413 (Request Entity Too Large).
Expected result: It should be possible to upload media files of supported formats with size up to 15Mb.

fixed here #1586 with increasing nginx's client_max_body_size to 16m
requires rebaking of base image

UPD

new env for testing is appliance-10-240-0-9
