plugin won't start on macOS 13 because "the developer cannot be verified"

I am unable to use the plugin on macOS 13.

When Galaxy starts I get an error dialog for a number of files in the plugin that says "cannot be opened because the developer cannot be verified. macOS cannot verify that this app is free from malware."

In Galaxy it says "plugin has crashed".

I had to go into System Settings, and Allow each .so (click Cancel dialog in above image, then the .so is listed in below image, then I have to restart plugin, a similar to above appears but this time with an extra button "Open". I then have to click Open for each .so and then the plugin finally starts)
