'Deploying to testnet' guide doesn't work for new users

If a user has a fresh fuelup installation, and they try to follow our deploying to testnet guide, they will not be able to deploy the contract to testnet. They will see this error message:

> forc deploy --testnet

component 'forc-deploy' not found in currently active toolchain 'testnet-aarch64-apple-darwin'

This is because we haven't listed forc-deploy as a component/plugin in the override config file (toolchain file) in our source code. This needs an immediate fix.
