This is my suggestions and how often I use some features:
Option for avoiding of stealing focus by the applications being started - eg. I click 10 applications to open. While opening, I choose one to work; all the rest should open in background and if any interaction is required, task bar tab should only flash. It's different than "Always on top" because I need to select the window and the option; unfortunately new apps steals the focus from the window, and again from the beginning! Daily
File manager Daily (although could be a third app)
Network manager with hotspot (KDE is awesome, good and fast, only a couple of clicks away from establishing an anonymous access) Daily
Support of multiple task/toolbars Once (after OS installation and maybe after the installation of an app)
Built-in menu editor Once (after OS installation and maybe after the installation of an app)
Extra customization:
background image once (after OS installation)
some applets, etc once (a year)
others (maybe never)

I started answering this and then realised it was not about the Fyne toolkit, but rather FyneDesk - moving to the correct project.

* Can you expand on what a menu editor would do? (i.e. which menu would you be editing?)
A menu editor, at least, should:
add, delete, rename and move categories,
add, delete, rename and move items
moving could be achieved by copy/paste, drag & drop, up & down
be consistent with the existing menu entities.
It could be nice to publish a feature plan by priority. Is it customization a high priority? If yes, what features? Not all features are very important. Do I give priority in features which are set-up once in life or in those which are used more frequently? How often does each one of you deal with your DE? How much time do you spend? Do I publish a new version claiming that 1,000+ bugs are fixed? Does that sound that also another 1,000+ bugs will be fixed to the next new version? All rhetoric questions.
Below is my desktop. Whatever you see I use it at least once a day. What is missing? A reliable and consistent menu editor and file manager, two clicks hotstop establishment and option to cancel stealing focus. I have set it up once and never touched it again.
