Feedback from AAACT:

It should be noted that especially this “Identify a barrier” functionality layout (shown in the above screenshot) needs redesign, considering much more content and choices. Presently, it requires scrolling in both dimensions even with very limited content on the largest screens.

There shouldn't be any need to scroll horizontally, and if there is, it's a CSS problem. We haven't had the time or space to think through mobile designs as of yet, but theoretically this UI should collapse into single columns, where once you make a selection, the new column overlaps the existing one and so on.
