Baselibs 6.3.0

This update to the v6 versions of ESMA-Baselibs updates ESMF to v8.3.0 stable. This is zero-diff for all tests with GEOS.

NOTE: This version brings a change to ESMA-Baselibs version numbering on the v6 branch. This was done to be more in line with SemVer where the 3rd number is a patch.
