Add executable bit to F2Py shared objects

In trying to get CVS and Git as close as possible, make the F2Py so's executable.

Add MPI option to UseF2Py

Some F2Py need to know MPI because netCDF is compiled with MPI

Add GitInfo package

This was a package to allow me to get git hash and tag info to embed in GEOSadas

Fix cmake autodetect when embedded.
