Re-organize sea ice components

New structure:

• Create hierarchy of directory tree structure, rename files as needed and associated changes to cMakeList.txt which look like those for ocean
  • ✔️ rename LANL_cice to CICE4: which allows us to create following options, see ⬇️ (Introduce coupler).
    • Rename LANL_cice to CICE4 GMAO_Shared#177
    • Rename LANL_cice to CICE4 GEOSgcm_GridComp#425

Introduce coupler:

• Introduce [... something like a top_level ...] coupler (like GuestOcean, named properly) to couple with different EXT-sea ice packages (CICE4, CICE6, SIS2, etc).
• This serves as a plug for coupling with different :
  • ❌ Data (must be with ExtData, not MAPLReadForcing)
  • ✔️ CICE4: create a new top level seaice container component GEOSgcm_GridComp#437
  • CICE6
  • ...

Working Options:

• ✔️ Build time or Run time switch between above sea pkg options
