time hard coded for DischargeAdjustFile in GEOS_SurfaceGridComp.F90

In the GEOS_SurfaceGridComp.F90, the climatological file's time is hard-coded as:

     call ESMF_TimeSet (ClimateTime, YY=1997, MM=12, DD=15,          &
                                       H=23,    M=30,   S=0, RC=STATUS )

The time in the GEOS_SurfaceGridComp.F90 climatological file is currently hard-coded. To avoid the need for recompiling the code to adjust the time to the file, it would be helpful to change it to a generic time or read the time from the given file. This would make the code more flexible and easier to use.
