Recused Evaluator Alert

User story

As a challenge manager, in order to manage evaluation of my challenge submissions efficiently, I would like to be able to see when an evaluator recuses from an evaluation of submission.

Acceptance criteria:

• A notice is displayed for a challenge manager and evaluator when an evaluator recuses from an evaluation of a submission (Evaluation Recusal #91):
  • Challenge manager role => Evaluator management workflow => Evaluator submission list
  • Challenge manager role => Submission management workflow => Submission list
  • Challenge manager role => Submission management workflow => Submission detail
  • Evaluator role => Evaluation workflow => Submission list
  • Evaluator role => Evaluation workflow => Submission detail
• A submission is highlighted
• Evaluation status is Recused

Dev tasks:

• Add warning messages "No Evaluation Form" "Recused Evaluator" #208

Definition of Done

• Code complete
• Code is organized appropriately
• Any known trade offs are documented in the associated GH issue
• Code is documented, modules, shared functions, etc.
• Automated testing has been added or updated in response to changes in this PR
