ssh config is not updated with the latest hosts

We install an entry in ssh config so that a) tab completion works and b) login name is set to ubuntu for any Data.gov hosts.

The config is installed once, and never updated because we specify force: no as part of the template task.

Steps to reproduce

1. Apply the jumpbox.yml playbook from datagov-deploy
2. Update inventory hosts (add a host for example)
3. Apply the jumpbox.yml playbook again

Expected behavior

~/.ssh/config is updated with the new inventory host.

Actual behavior

SSH config is no updated.
