uncouple validators / converters from Dashboard code

While related, the Dashboard would be more nimble if the validators and converters were not intertwined. Moreover, the validators and converters could be used for other OMB projects like management.cio.gov and it would be nice to have that code clearly separate to ease the reuse and modification of those tools.

Lastly, it would be nice to have those tools in separate repos under the GitHub Project Open Data organization.

I think separating the code related to progress management and the conversion tools would help both products. What issues need to be resolved to make this happen?
