RULE: catch empty files #555

CSV files can be completely empty: should trigger error (or only containing invisible characters)

Files can only have a header, but no content (example): should trigger warning

Not sure if this is invalid. I'd say it's not recommended though. This should not show up in availability though, since no data is available.
