As OM I want to assign comments to an employee.

• add the "Anmerkungen" area in the OM-view as in the design (except the icons and the inline comment)
• add one icon (not as in the om_design!) in the OM-view which opens the comment view for one employee
• Comment area (see design): see all notes of the active month and employee (necessary information of comments: Creator, Timestamp, Text, Status)
• the OM is only able to edit and delete the own comments which are not marked as done (e.g. the OM can not edit a comment of the PM)
• As OM I want to add links to the comment (which are shown in a second step in the notification mail as links - not text only)
• As OM I want to have multiple lines in the comment (maybe the design must be adapted)
• As OM I want to add a maximum of 500 letters
• the employee gets within 5 min notified about a new comment (or a change)
