If a record has been saved and has a current status, then you cannot start a discussion with the author

If you have saved a translation, and go back into the editor and select"Discussion", then there are no possibilities to enter your message. The box is empty below the Discussion button
How to reproduce:

1. Translate a original containing an error
2. Save the record
3. After the editor is closed select the translated record
4. Select Discussion
5. Empty box is shown
