Issue tracker rule checks (please read carefully)

Issue description

When adding a block to generate in the world, use the "is_overworld" tag and for some reason it doesnt like it and causes it to crash

How to reproduce this issue?

Step 1: Add a block
Step 2: Make the block Generate in #is_overworld
Step 3: try and launch game

So I found out its from Mobs spawning, if you use the tag #is_overworld it will cause crash after crash
