Automatically create rollout step stages from Finch

Sometime authors create a feature containing a Finch experiment link (example) without adding the rollout step stages that correspond to that plan. ChromeStatus could parse that file and generate rollout steps automatically, in case there aren't any in the entry.

Regularly checking the plan for any updates would be nice to have, but not very important given that such plans don't change frequently.
