LHCI Lighthouse scores do not match other sources like WebPageTest or PageSpeed Insight

We have implemented LHCI in our Release Pipelines and been running performance validation on all releases. However, we have noticed that the Google Lighthouse Score from our Release Pipeline does not match other independent sources such as WebPageTest, PageSpeed Insights, or even Chrome Extensions.
