Lighthouse No Longer Working for Joomla #951

I'm hoping someone will know this answer.
Today, October 17, 2023, Lighthouse will not render the performance test for Joomla platform Web sites.
I thought it was just my sites, so I checked clients sites. All of them got the same error:

Error!
Chrome didn't collect any screenshots during the page load. Please make sure there is content visible on the page, and then try re-running Lighthouse. (NO_SCREENSHOTS)
I checked at least Several Joomla sites - including Joomla.org and got the same error.
Then I thought maybe it was my hosting server, so I dug around to find a Joomla site at random that is not in my same hosting company. I found a site in Netherlands - https://db8.nl/nl/ - which was a perfect test. Not only not on my hosting company, but not even in my same country!
I got the exact same response.
UPDATE: The owner of the site in Netherlands responded in the Joomla forum that it works for him. Another response stated that it works for him, and he's in the northeast part of the U.S.
After testing multiple WordPress sites on my same hosting server, they all ran the performance test perfectly. Only Joomla is effected, and it depends on where you are connected to the Internet, but it's not consistent.
Someone with servers in Georgia and Texas said it works, but not in Florida.
Why is it "only" Joomla that Lighthouse does not work?
I've tested no less than a dozen Joomla sites and they all have the same response.
I'm in Washington State and I asked a friend who lives in Florida to test and he got all the same results.
Then I started testing Drupal sites. No problem. WordPress sites - no problem.
Can anybody tell me why in the world only Joomla sites can no longer run the performance test? Is this a one-day thing? Does it have something to do with the war in Israel where, perhaps, the original developers "may" be?
I'm open to any logical explanations.
