☂️ Proto Convergence Tracking

Making a tracking bug for proto -> LHR convergence. Some issues already covered by #6202 but there are more long pulls.

• displayValue should always be string Audit.Result.displayValue should always be a string #6200
• proto changes not_applicable scoreDisplayMode incompatable with proto enum: not-applicable #6201
• deprecate not_applicable from proto (Cannot do, it is enum)
• convert not_applicable field number (4) to reserved field number (Cannot do, it is enum, but made the alias for it)

This is done for the purposes of 4.0, (i.e. notApplicable is now standard), the rest of the work is proto deprecation work, which is not relevant to 4.0 Lighthouse.

For 4.0 and 4.1 this is done. We can make a new tracking issue if major branches happen in format.
