Picture in Picture moves off-screen when max resize left side of window in a scailed display (for Windows)

Step to reproduce:

1. Go to Windows Setttings > System > Display and set scailing anything higher than 100% (125% in my case)
2. Go watch a video and activate Picture in Picture
3. Resize the PiP window as large as possible by holding either the top-left corner or left side of the window
4. And it go off-screen, to the right side of the screen

Because of this i cannot resize the window to my desire size

You can try it in Chrome Canary or Dev at the time of writing.
