Update Manifests for 1.9 and evenutally 1.10

Hey GCP Kubeflow team! I am speaking at SanFranAI day about Kubeflow and using your distribution. Needless to say its AWESOME. I love the ability to login with Google Accounts and the KPT + Make integration really helps me get things up and running. It's been my go to distro for a hot minute now. I have a question about updating this distro.

1. Do you have plans to continue updating this to 1.9?
2. What about 1.10?
3. Are you looking for additional maintainers? How can I help!?

I'd love to point more users towards your distro especially as we continue to graduate and focus on conformance.
