Document how a cellar data provider can enable free uploads for Tree tracker services.

• Challenges: Defining what information they need (possibly just which URL's or IP's are being used by the service)
• How much of this should be public
• Where to post this documentation.

Back Ground of issue:
Problem: Users don't have money for data to upload the trees.
Solution: Certain cell phone providers are providing free services for data uploaded to Tree Tracker.
The process to make this happen is not easy and needs to be documented for organizational users.
