Programs which only contain cartesian offsets (or not offsets at all, therefore pointwise stencils) are allowed to be explicitly set as unstructured by the user, which does not make sense and it easily cause weird errors due to unexpected interactions with other gt4py assumptions (e.g. issue #1644 or the lack of sensible horizontal domain bounds for stencils with K-only fields).
This issue was originally found and reported by @halungge in the icon4py project.
