E.g. https://build.fhir.org/operation-structuredefinition-questionnaire.xml.html has a parameter with type "Identifier" which has targetProfile declared. However, according to OPD-3, that shouldn't be legal.

http://hl7.org/fhir/R4/operation-structuredefinition-questionnaire.json had the type as canonical, which satisfies opd-3, but http://hl7.org/fhir/2022Sep/operation-structuredefinition-questionnaire.json changed type to Identifier
