ci fails on windows to build aws-lc-sys #7

the issue is reported for Apple Silicon M2 at:
[https://github.com/aws/aws-lc-rs/issues/342]
It works on a local machine meanwhile.

It seems that stdio.h is found in Windows SDK no in Visual Studio include dirs , which is installed "along" Visual Studio on the local Machine: Need to install a Windows SDK in CI

fixed by upgrading ci.yaml
