I don't really remember when this started to happen perhaps it was even already there in Zhora Alfa, nothing really major, just... a bit annoying and seems to affect only Windows :P

This has been a thing since before Rando was stable. I remember waaaaay back when we were troubleshooting a Spirit Temple crash I was noticing the warning sound during the warp and thinking it could've been a symptom of the issue (it wasn't). This may even exist as far back as Deckard, although it may only happen in actual Debug builds...

This is from decomp, and will ring(?) if the terminal is attached.

PR #2306 disables it by default.
