[Bug Report] - Post Movie failing with invalid start/end date #596

Describe the bug
Helioviewer.org is sending back invalid dates when trying to create a movie, which will make the request fail.

    [startTime] => 2024-07-30T00:00:00.0.000Z
    [endTime] => 2024-07-31T00:00:00.0.000Z

To Reproduce
Found in logs, I don't know how to reproduce this.

Expected behavior
Date should be in the normal ISO format, e.g. 2024-07-30T00:00:00.000Z
