Auto-hide toolbar disappears on arrows

Describe the bug

When the keyboard is set to auto hide the toolbar, and you use arrows, the toolbar disappears every time you press an arrow, making it had to navigate text.

To Reproduce

• Settings -> Toolbar
• Enable Auto-show toolbar
• Enable Auto-hide toolbar
• Go to a text box
• Type some text
• Expand the toolbar
• Press left arrow
• Toolbar is hidden

Expected behavior
When using the arrow keys, the toolbar should not auto hide.

This is actually a main reason why the auto-hide setting exists separately from the auto-show setting

But with auto-show enabled and auto-hide not, you'd have to manually tap to see predictions every time.

It would be better to have a noHide flag on certain buttons that would keep the toolbar visible when pressed.
