Add a preference named "Hide related quests while using overlay" defaulting to "yes"

Use case

• Some users prefer it that Quests pop up explicitly when data is missing, even when they are using an overlay (see Reconsider hiding relevant quests on enabling overlay streetcomplete/StreetComplete#4818
• additionally, it causes extra (unrelated to primary Overlay purpose) quests to get skipped, which is annoying (and confusing), see e.g.:
  • When adding a shop in the Shop overlay without entering a name, shop name quest does not appear streetcomplete/StreetComplete#4648
  • missing name quest with shop overlay streetcomplete/StreetComplete#4910
  • Shop name should also be asked in shop overlay streetcomplete/StreetComplete#5085 (comment)

Proposed Solution

Adding a preference named "Hide related quests while using overlay" (defaulting to "yes" which is what upstream always does) would allow the user to choose what they prefer, instead of it being forced on them.
When set to "No", SCEE should ignore hidesQuestTypes in Overlays.
