use keyboard then select item with mouse behavior

when 'using keyboard and open a menu' and 'the mouse is on a location where a new menu appears' then we need to prevent that this opens a second menu to not disturb the user. Therefore we count the move events and after 6 move events the mouse is aktiv again.

But in case of rdp there are less events for mouse move and it can happen that after using keyboard the next selection of a item is slower than the user expects.

Can we improve this somehow?
