correct method to reprocess certain failed files

for a period of time due to a s3 download issue which has been resolved, the files were not being downloaded. I removed the records for those revisions in the dumpfiles table, but not all were reprocessed. Here's an example of a file that shows it was re-attempted once I removed the dumpfiles entry, but still is not importing into the events database. Any thoughts? I'm willing to sponsor troubleshooting time for this.
