Add support for Support GA4GH Passport claims.

DoD

Support the linking of user identities form different IdP
Generate Passport Claims per IdP and add them to the ID token return from the userinfo endpoint.
Support passport claims in the policy evaluation process.
Document how Passport claims can be used in the policy evaluation process.
