Standardize the access model of Terra Groups for HCA

Right now we add members individually to our terra groups on demand per request. This result in having outdated (members got offboard from HCA/Broad) in our groups that have access to both production and dev environments. This also cost a lot of effort to maintain the groups. We could:

1. Come up with a better way leveraging the Terra nested groups feature.
2. Propose the DCP tech arch
3. Implement.
