Change words and number format in TimeSpan #806

Is there anyway to substitute the words used in TimeSpan and the number format?

Like turning this output
"1 hour, 3 seconds, 1 millisecond"
into this
"01 hr, 03 secs, 1 ms"

This is handy when space is an issue and log files.

This is something that was looked at in #571. I'm planning to try and talk to @onovotny about whether it's something he would be up for accepting as a PR from myself to fix it.

I'll let you know once I manage to talk to him :)
