No time zone conversion is happening when the timeseries data is extracted from dss database. When creating a ZonedDateTime class (needed when creating an Ensemble class), an offset is needed. DssDatabase originally was setting the time zone based on the TimeseriesContainerCollection locationTimezone field which defaulted to GMT. In most cases, dss files doesn't have the time zone attached. The Ensemble Viewer doesn't need to recognize time zones and won't display the time zone. The time in the viewer will display what is shown in the database. However, potential time display issues could arise for timeseries data in dss with daylight savings time.
