Right now there is a single RequestSetJob message that is used for starting, pausing, cancelling, and resuming jobs. In Starbelly 1.0, this message also allowed changing job metadata, but job metadata is immutable in Starbelly 2.0, so it would be clearer to add separate messages for start/pause/cancel/resume.
